are you using a good quality scart lead? if its a cheapo £2 jobbie then buy a decent gold plated scart lead you will see a big differnce.

does the sky+ box have an HD output? I use one for my virgin+ box (no scart or coax needed and it upscales the picture even if not watching an HD programme.you can an hd lead from currys for about £15

    What make is the TV?

If it’s a cheapo ‘no name’ brand from Argos or your local supermarket, there is nothing that can be done to improve the picture.

This can be the case on LCD’s that are not 100Hz or if you are using cheap cables, especially if you bought a cheap brand. If the cable is not the issue, there is nothing you can do about it. Cheap is not always the best way to go. I would suggest a good Sony, Panasonic, or Samsung next time, preferably 100Hz too.
