LCD TV is HD and has many (all?) input options. Only video outputs from the laptop are VGA and S-video. I have to buy the cable for which ever output I use, so I want to know which will give me the best picture.

Most likely VGA will. The cables shouldn’t be that much, and you can always return them.
VGA won’t give you the best picture compared to the two. In a nutshell, without getting too technical, S-Video separates the chrominance from the luminance thus providing better picture saturation over VGA. However, the highest image connectivity will require your video card to have at least, a DVI output.
Once again, there are more technical matters involved that’s beyond the scope of your question, but not to complicate things, one has to look at many variables (example: your LCD’s resolution capability; input connectivity: DVI and component video, etc.; and other specifications: for example, the LCD refresh rate, etc.).
If you really want to get the best video image regarding HD (High Definition) content material look for a LCD with HDMI (High Definition Multimedia Interface) which incorporates HDCP (High-bandwidth Digital Content Protection).
You may want to get your hands on a calibration package. Again, that’s where things can get very technical and complicated.
