I just recently bought a 32 in. Sony Bravia LCD TV, but the picture quality is horrible. I know I have to contact my cable provider and upgrade to HD to get a better picture quality, but is there a way to bring out the best picture quality without upgrading or tinkering withe settings? I believe my TV uses 720p resolution.

use A\V cables. try hooking a dvd player up to it using all a\v cables ex\ red\white\blue\green\black cables
First, you must calibrate your picture settings and turn off ALL video noise reduction.
In order to calibrate your display, you will need a reference, such as the THX optimizer menu in various THX certified DVDs. Merely follow the directions and you should be able to get a reasonably good result.
Another thing is to make sure you are using the best possible connections for your video equipment. For DVD, it will be with component video (Y, Pb, Pr) or, if available, HDMI (High Definition Multimedia Interface). The DVD player should also be configured for 16:9.
Another thing is to go ahead and rent an HD cable box and configure it to output all video in 720p (if this is your display’s maximum resolution) at the 16:9 aspect ratio. Your cable installer, if you choose to hire one, may be able to assist you in properly configuring your cable equipment.
And, for content that is originally 4:3, it is best to watch it at the 4:3 aspect ratio, which will leave bars on the side of the picture (pillarboxing). This is normal as it is unused space on the display field and, as a benefit on LCD displays, will not burn onto the screen. This will prevent geometric distortion of the image.
The TV, or the cable box in the event of cable broadcasts in 4:3, can be configured for this as well.
